Is this the right way to install thermal paste?

It wasn't very useable. I wasn't sure how stable it was, and it didn't even have the 24p connector. (This was my original secondary PSU. I modded that 24p by cutting it off, instead of having the idea of using an extension, and cutting it apart. Oh well though. I'm still learning)

Well, maybe not since it looks like silicone base thermal paste. But if that was conductive base like arctic silver, that is one burnt chip.
