This is OEM. That means that the owner cannot un-install it from one PC and install it on another. He can with a retail version (more expensive).
Even if the PC dies, he is not allowed to install it on another machine. An OEM license is tied to the machine. A retail version is tied to the owner.
 
My understanding of OEM is that the OS follows the piece of hardware bought with it....so, if an analog audio cable was purchased with the operating system and said cable was moved to a differant machine with the operating system, this would comply with the OEM agreement.
 
The big differance is that the retail version has Microsoft support and the OEM version does not have Microsoft tech support. With OEM install, you can not call Microsoft about problems as this is to be handled by the system builder. Both are full versions with the biggest differance being who supplies tech support for the system.
