Is this the best card for the money?

I prefer ATI and came accross this for a friend of mine that wants to spend less than a $100 on a new video card. This has 64MB of 4ns DDR on a ATI Radeon 7500 GPU, I see that company Apollo by Joytech also has a 8500 64MB DDR version available that can be had for around $150, but looking for around or under $100.

I find this one to be a great deal from online for $74:

What are your opinions?
Thanks...

Frankly, I wouldn't go with ATI. I'd head for Nvidia with the cheap GeForce 2 Ti200s. You can get one at mwave for like 140. plus It will probably out perform the ATI card you want.

I'm a strong supporter of ATI but man right now, you just cant beat the GeForce 4 Ti4200. save up and get that
