Is this temperature normal?

I just build my first PC. My Winchester 3500+ is ideling at about 39C with stock HSF, which seems a bit hot for a winchester. I don't know what the temperatures are under load because I've only really had a chance to access the BIOS so far. Also, when I was installing the heatsink fan, I remember accidentally touching the thermal pad causing it to smudge a bit. Could that have caused the temp to be higher than normal?
