Do you have some magical salmonella scanning machine?
No. They generally use blood tests, I believe.

But, they can put the chance down to a negligible one by doing the following:
Wash hands
Keep feed free of bird and rodent feces
Give the birds room to move, so that they aren't so sickly their whole lives

The problem is one of negligence and bad practices, much like the peanut butter outbreak, semi-regular E. Coli outbreaks in meat and vegetables, and so on.

Wait - are people here really in favor of bills that are so broad-reaching that they're actually undefined?
That's the essence of progressive "thought" - all power to the federal government, they know best. Limiting and/or defining their power just limits government's ability to help us and fight evil corporations.

I can't think of anything that isn't best kept free of bird and rodent feces.
