Depends. Are you going to try to run the rest of your house off it at the same time?

Seriously, it'll be fine. The card uses somewhere around 125W of power. You could run it with a good 350W PSU, as long as it had enough amps on the +12V line.

I heard that this card needs 30 amps on the 12v rail, this PSU only offers 19a. I can be wrong though.

That PSU has two 12V rails with 19A on each.

They recommend a PSU with 30A of +12V capacity largely because a lot of cheap PSUs cannot output all of their rated capacity, and someone with a lot of hard drives and a fast CPU would be eating up at least 10A of juice from the +12V rail/rails, leaving less for the video card.
