Is this even possible? Or is it just a monitoring error? I find it hard to believe I'd even be typing this if my vcore was over 3v! So, any ideas as to what exactly is fubarred here?

I've never seen it read that high in the bios. I have mbm 5 set to run when the pc starts. So, that is always up and running before cpu-z. I will turn off mbm 5 and restart and see if cpu-z reports that same voltage on it's own.
whenever I'[m in the bios it is always around 1.6. MBM 5 usually reports it as 3.15, occassionally if I restart, it will say 1.61 or thereabouts, but probably 90% of the time it says 3.1+.
OK, disabled MBM, restarted. Bios: 1.65v. CPU-Z 1.66V. I'll try restarting a few times tomorrow and see if stays the same. If it does then I guess it was mbm 5 messing it up. If it doesn't, well........
When was MBM5 even updatedlast ? I don't think they ever updated it since NF4 has been out. That might be one of your problems as it has been discontinued I believe...
I have no idea when it was last updated. I was mostly using it to keep in the tray to monitor my temps, which is did a decent job of. Is there anything newer out there I can replace it with?
