Is this fan review legit?

Here is a review on a monitor cooling fan w/benchmark scores reflecting fps before and after. http://www.ocshoot.com/coolho.htm

It just seems unbelievable that this fan would account for such an incredible increase in fps. If it is legit, I was thinking of using a couple of 92 mm. or 120 mm. fans instead of purchasing that product being reviewed. Beside it being unbelievable, the way it was written leads me to believe it might have been written tongue-n-cheek, but it is on a legit web site's review section. Please let me know what you think.

I have this exact fan and it increased my fps by 200%...no really it cools your monitor and nothing else. Even the cooling part is unnecessary and just takes up a pci slot.

Well if that works it winter here Im going to mount my monitor out the window like an airconditioning unit. Its about 20f out there now so I should need sunglasses for the blinding speed and color.
