Is this CD-RW defective???

A friend just bought a HP 9510i CD-RW. We installed it and it appeared to be working properly. Bios/Windows95 recognized the drive & Software installed without a problem. After installation the thing will read CDs,CD-Rs, etc., without a problem but it will not write at all. Whenever he puts in a blank CD-R/CD-RW he is told the "drive is not ready." I'm stumped. I can't figure out why this thing won't write unless it is just defective. Any ideas?
