No, it's not faster. They're quite equal. 4850 is faster then 9800 GT.
 
4830's OC quite well usually, and when both are OC'd the 4830 sometimes beats the 9800GT by quite a bit, like ~20%
 
Get the HD4830 over the 3870 (at the same price). I just ordered the very same HD4830 linked to above and plan on overclocking it to HD4850 speeds. A good deal for $99 ($89 after rebate).
