Is this "business casual"?

Khakis with a brown belt, tan socks, brown shoes, and a button down shirt that is USUALLY worn with a tie but without a tie, and the top button "unbottoned".

Considered business casual?

yeah. if you're afraid, you can aways jsut bring the tie with you, not like it takes up a lot of room

For your first day of work, I'd wear a tie even though its "casual". Better to be overdressed IMHO; my workplaces definition of business casual is jeans and a collared shirt.

business casual is used to describe everything from jeans and a polo shirt, to dress slacks and a long sleeve dress shirt.

generally i would draw the low-end line at shorts, athletic or open-toed shoes, or non-collared shirt, (any of which would delve into the "Casual" range) and the high end at a tie, or jacket (which would elevate into the "Business" range)

Yes, but not if your shirt is not tucked in uniformly and everything is wrinkled.

I love seeing high school kids working at Best Buy or some other retail chain with wrinkled khakis, a shirt 3 times too big, a belt 3 times too long, and suede dress shoes scuffed to hell.

I don't know why, it's just funny to me.

A tie is still classified under business casual. Depending on the position sometimes a blazer would fit the bill too.
