My son bought some in game points with a play card and bought two cars and a gun for Zombie Road Trip. He did a reset on the tablet and lost the purchases even though the nexus was set up to be backed up. I emailed the developer and he said there was nothing he can do.

Another reason why I am not too sold on in-app purchases. Despite their virtues, consumer protection is too weak.

The developer may be correct. It might be a Google thing.

Do the purchases show up here:
https://play.google.com/store/account

If so, click the "report a problem" button. If not, then I'm stumped, but you might not have been charged for them...

That's total BS. There is a Google Play purchase receipt associated with the purchase (look in your Google Wallet for a record of the transaction). Developers can verify against that purchase to restore.

If he's not willing to restore the purchases, have your credit card company do a chargeback to get your refund.

Is there a receipt for in-app purchases? I don't think it's always the case. If not, then Google is out of the loop.
With in-app purchases you are mostly at the mercy of the developer, which is why I avoid them.
