Is this an okay budget card?

I do not game and at most will be watching videos but don't mind opening other possible uses for a more expensive card. It will be for an i3 combo I just purchased. I prefer using a Nvidia based card. I do not want spend over 150 dollars. I have read the 480's are good and that EVGA is a good brand. Low power consumption and low heat is important.

That card is very old. Look at a GT 430 or GTS 450 to fit your needs.

480's are way too expensive for what you are looking at and they use a lot of power and put out a lot of heat

EVGA is a great brand and generally considered the best Nvidia board partner
 
Why do you need a card? Intel i3 graphics are fine for videos and even light gaming.

Do not get that 9500 please.
