Is this a WEIRD internet PROBLEM?

We used to use 2 X 8mbps shared internet at an student apart. Our 1 modem is currently out of service. Now we connect from one 1 X8 mbps. The problem is its too slow now as you can see we share it with nearly 40 pc at flats. The webpages dont open , and they can only open after too many refreshs. Then I tried to connect from a free VPN program called Hotspot Shield. Suddenly it gets better and I dont need to refresh pages to open them. Its still slow (a bit faster tough) but at least it opens webpages without needing to refresh all the time. Then when I switch it off the same problems occur. Why would be the reason for this? why my direc connection is problematic and this VPN software works?

router running out of memory and dropping sessions? THough I would expect that one of those sessions would eventually kill the VPN. Your VPN session is a single connection, and where you are connected to (your endpoint) may be better peered. The router may simply give your single connection a higher priority than your dozens and dozens of requests from a web page.

It's possible that the router has VPN traffic set to a higher priority than regular web traffic and the heavy P2P traffic that your 40 students are probably creating.
