It's through ebay, but that doesn't mean he's not trying to scam me.

hey paypal is putting a hold on your money that you have sent me to ship the item and they said its because electronic, preciouse metals, jewelry and things like that are randomly screened and hold the funds until the buyer has recieved and happy with the product, so the way to get around this is that you leave a positive feedback and it will free the funds that way i can ship. this has happened to me one other time and everything worked out fine please email me back, thanks kyle

I would contact eBay.
 
It's not exactly a scam, but if the item isn't as described, your positive feedback could possible affect a Paypal dispute. I don't know that it does, but it very well could.
 
Of course it's a scam. You really need to ask? Paypal won't give you your money back if you claimed the sale fell through, yet you gave positive feedback.
 
Well it's for an xbox360 with a RROD that I bought for $35. So I know it's already going to be broken. But I guess if he doesn't send it at all I can't file a claim.

That isn't a scam...I had this happen to me recently.

I sold a DJ mixer to a customer, and it said his funds were locked until I sent the product and received positive feedback. I was pretty fucking confused, but shipped anyways. And sure enough, after a few days, my money was made available and I put it into my bank account.

Have him make a screenshot or something. Its a real thing with PayPal/eBay.

Not a scam.

The seller is asking the OP to give positive feedback before he receives the item, that sounds dodgy to me.
 
I just called paypal and they said that it's their new policy but that they will definitely release the money once i get the item. So I told the seller i'm not leaving him feedback until i get it.
 
Doesn't matter if it's a scam or not, he should ship the item immediately. How can you possibly leave positive feedback before he sends you the item?

If he doesn't provide a shipping code or some sort of proof of shipping within the next 24 hours do everying you can to get your money back.

This. If he knows that you have payed ebay and they are holding your money, then it follows to reason that the only reason he could have for not shipping your goods (knowing he'll get his money from ebay since you've already paid them) is because he's trying to get your money and either send you nothing or else send you shoddy merchandise that wasn't as advertised. If he's on the up and up he should have nothing to worry about.
 
Not exactly a scam, but you need to receive the item before you give any positive feedback. No reason to give him a positive now.
