Is this a scam?

I just got the following email from paypal:

attempting to open the link in firefox gives me this:

never mind. I am a moron. it is a scam. where do i report it on paypal? Here is the actual link:

If your name is no where to be seen in the message, it's probably a scam.

what caught me off-guard was that i received it at an email address that hardly gets any junk mail
