Is this a scam?

i got a piece of mail today that says its from 'Ramada Plaza Resorts - Orlando/Ft. Lauderdale Vacations', which at first glance, seems to be an offer for some credit card or something, as theres one of those fake checks, but upon reading it further, it says its a 'travel voucher' for $1600 which is good for a 3 night stay in south florida. the only catch that i can find, is that i need to fill out a survey upon my return evaluating my accomodations and whatnot, complete with fake airline/cruise ticket

normally this would just go straight in the trash, but i read the entire mailing, top to bottom, and there is no other info stating any hidden costs, fees, etc. so im wondering if there is some legitamacy to this. im sure there is some hidden cost somewhere, as it mentions accomodations for a 3-night stay, but car reservations for 7 (where are the other 4 days?) so im sure there is something, but even if its discounted, it might not be too bad.

any ideas?

Some gotchas that you may have overlooked.

1) You must book all travel through a certain designated agent, at the MSRP
2) You will get a timeshare pressure sell.
3) The $1600 is less than the MSRP - you mayl be expected to pay the difference.

Unless they state there are no other costs/fees, does not mean that there will not be.
Some of those include a cruise to the Bahamas. You go from Orlando, to FLL, stay a night, take a 1-2 day cruise, and come back through FLL to Orlando. You have to arrange all transportation through them.
There are massive port fees/taxes associated with some of those cruises.
