Is this a scam? Check out the email I recieved

Is my scam-o-meter malfuntioning? ANy way to make sure this vehicle isn't stolen or something?

here's the email I recieved:

"The only thing is that the previous owners signed the back too many times. If you were to purchase it, you would need to go to the DMV and fill out a paper to get a new title and pay a $65 fee. Then, it should take 1-2 months to get the title. I know you will get the title if you do that because I had to do that before when I accidently washed a title to another car. That is the only problem. The reason I'm selling it is because I just got a new job and I need a car to get there and I cannot wait 1-2 months for the title.
If interested let me know.."
 
Too many red flags. He's basically selling you a car with no title and wants you to go to the previous owner for a new one. It also takes ~3 weeks to get a new title from a DMV, not 2 months... I'd be extremely cautious with this one...

Probably a scam. There are too many unknown factors in the equation to make a informed decision on the e-mailed proposition.😎
