Is this a "reference" 5850 video card?

In addition to the reference cooler the refrence designs also have "AMD" printed on the PCB just below the cooler. You can usually see it in the product pics. Tiger direct has a few reference 5850's that can be had for like $272 after Bing Cash Back.
