The other day I was driving down the freeway. I saw what appeared to be a cop in the so I slow down. Didn't think much of it, after I passed him a few times I didn't see any evidence on the inside of radios etc and they guy didn't look like a cop. But the lights in the rear seemed strange, is it legal to have them? He had a normal California plate (I whited the number out) Take a look and let me know if this guy was posing.

What makes you think he was a cop?
 
Those lights in the left rear make me think he was posing like a cop.There were no visible lights in front. And he had a regular California plate.
 
Usually the light colors break down like this...

Police car - red and blue
Ambulance - red and white
Utlility vehicle - yellow
Delivery vehicle (or any vehicle that makes frequent stops) - yellow

Usually any police car will always have a flashing red light somewhere. I don't think that was a police car. Did the license plate have any unusual markings?
 
It's a newer model ford, looks untouched and in immaculate shape. Has a big antennea in the back. I'm almost positive it's an unmarked police vehicle. Not all cops are streat beat and in a uniform
 
I've seen them before, but can't remember exactly. I suppose it could be a personal vehicle. Obviously it's not like the lights can be used to pull you over, but if the off duty officer or whoever needs to pull over for some police matter he would have the lights to warn oncoming traffic.

I agree, no red light means it's not an emergency vehicle. In fact, in Oregon, I'm fairly sure you don't have to stop for any vehicle not flashing a red light.
 
AFAIK, only the CHP can give you tix on the Cali FWY so even if you see a Black and White and you're speeding, they won't stop you (they can call for a CHP car, though...)
