Is this a good deal for a Radeon x1650 512mb PCI

$35 is cheap, but this is a relatively weak card (DDR2 memory), although the X1650 is better than a 8300GS. If your budget is set, it looks good for the price.

If you want a significant improvement on a tight budget, I suggest staying with an NVidia videocard. Upgrade will be simpler as you already have NVidia video drivers on your system. Staying with NVidia minimizes the risks of driver problems. Update to the latest NVidia drivers and pop in the new card.

You would do much better to add another $30 and go with a 8600GT. Here is a good one from MSI for $66:

Good deal but a very weak card by today's standards. You might be able to get an 8600gt in the for sale/ trade used for $50 maybe? or even an X850xt or something. Look at the games you play or would like to play and the rest of your system specs and look at some reveiws.

$40 is a decent price for an older card like a vanilla x1650.

The best card for the money depends on what games you play and what resolution you use. An x1650 is going to be acceptable for low resolutions (1024x768, possibly up to 1280x1024) in older games.

Stepping up to the 8600GT for ~$60 would make for better gameplay at 1280x1024, again mostly in older games (but some newer titles would work fine at this resolution).

Probably the highest performance/price card right now is the EVGA 8800GS for $110 after $30 MIR. This card will run the newest games (with the exception of Crysis, which nothing runs well) very well at up to 1600x1200 or even higher.
