Kill the serious parts of the relationship. Anything beyond simple friendship here is useless. To her, you'll be an ex-lover before anything else. Therefore, any advice you might offer will be automatically tainted. The vicious cycle you referred to is proof enough of that. Suggest the counseling. If she breaks down on you, end the relationship. Offer to be a friend, but don't do anything besides some IMing and casual meetings. Sure it'll suck to see her like that, but your sanity is just as important as hers.

The only thing I'm wondering is what she's studying? Does she go home soon, as I would assume the semester should be almost done? And is she any happier at home?
