Is there such a thing as a line doubler program?

I was wondering if there was any kind of program that could take the input from my TV card and be a kind of line doubler to reduce picture degredation when displayed on my screen. Picture quality is great if I put it in a small window but less than that if it's full screen, so the idea of a line doubler type of program came to mind but I"ve never heard of such a thing.
