Is there really a difference in most of the DDR500 2X1GB kits?

From what I noticed, most of the kits use the samsung UCCC's, even OCZ and G.Skill uses UCCC chips, so are manufacturers really finding ways of achieving higher overclocks, or is it the luck of the draw like steppings? So if I buy the cheapest ram with samsung UCCC's, will I still achieve about the same overclock?

Hard to say without some good RAM reviews, but if I were you, I will choose the kit with the lowest timings and voltage.
