Just get a Logitech Smart Control system. It's a hub that you install in your theater equipment that sends IR to your devices via a mobile app (wifi). Refurb models go for $75 so just keep an eye out if you don't want to spend the $130 for a new one.

Samsung S4 and HTC One (M7) were the first major phones with IR. You can probably find something cheaper outside of mainstream.

The Optimus G Pro also has this feature. Trumps the Samsung implementation on the Note 8 LTE at least. LG's so easy to setup and the database seems to be larger. Haven't found a device I can't control. Takes just a couple of clicks on more popular devices.

I wouldn't suggest buying a phone to use as a remote as it's not cost effective.

Keeping the remote control feature in mind when shopping for a new phone is a different story tho.

The Harmony Link was their last gen attempt. The Smart Control is the same thing plus a very useful "simple remote" that integrates with the networked system.

Have an Optimus G Pro, like Kenmitch said it works like a champ, nothing funner than f$%king with TVs in public spaces.
