The restaurant scene in Hard Boiled is to be seen and felt.
Either Gary Oldman walking through the crack dealer's apt and shooting everybody (the crack dealer being Michael Badalucco, the chubby guy on The Practice), or the final gun battle of Leon vs SWAT, or the opening gun fight of Leon vs the visiting drug dealer. Man, Leon, has it all.

but off-hand I would say other candidates are Unforgiven, Open Range, Saving Private Ryan, and Heat.
I'm going to have to say the scene where Brandon Lee infiltrates the bad guys headquarters in "The Crow" is the best ever.
Best fire fight scene and noone said the slaughter in The Patriot with Mel Gibson? WTF. I can watch the patriot scene constantly. I think matrix FBI battle is just slightly below the patriot scene.
How about the lighthouse scene in Battle Royale?.... Or the parts where kiriyama goes psycho on the fellow "classmates"
