Is there away to make my sound louder?

I dont have any speakers, but I use VLC player to make my videos louder, HOWEVER, I want to make my broswer stuff loader, ie Youtube and Twitch etc.

Are there any programs that increases volume?

In Windows, right click the Speaker icon and select "Playback Devices". Go to Properties, then see if you have an "Enhancements" tab. See if you have a "Boost" option, or a "Treble Boost" option. If not, see if you have a way to boost treble from another location.
 
In Windows 7 you can right-click the speaker at the bottom right of your screen and click "Open Volume Mixer". This will let you control the volume from different applications, like your browser for instance. If you are playing a video on YouTube, there should be a control for "Adobe Flash".

Of course this wont beat a cheap set of speakers.
 
Get a mirror.

Place your ear next to where the sound is coming from now on the monitor. Take note of where you're looking while in this position.

Place mirror so that while you're in position above, you can see the what's going on in the monitor via the mirror.

Now go back to position above, cup your hands around your ear, look towards the mirror, and enjoy a louder viewing experience.

Buy a cheap set of speakers, it will still be better than anything on your monitor.
