Is there any Windows program that makes a guest account completely blank?

As in when someone logs in as guest, they can't access any files or programs on any other accounts, other than the ones that come pre-installed on Windows?

Isn't that the way it is? Guest can only access Guest's Documents and Shared Documents under Documents and Settings?

Depending on how the partition was created it's pretty common for the built-in "everyone" group to be granted read access to the root of the drives. If you dont want guests to have this access you could simply replace "everyone" with "Users".

I'd still like to have the guest account for guests, I just don't want any guest to be able to access any files.

The default reach of the Guest account is very limited. Logon as Guest and see for yourself.

The guest account shouldnt have access to much, try browsing into someone elses's profile (Documents and Settings\username) and you'll see what we mean.
