Is there any way a person in Pakistan can open a LEGITIMATE U.S. bank account?

I suggested INGdirect to him but he says they don't allow accounts from Pakistan. I'll have to check to see if he is correct.

We are considering running a website together and I am trying to find a way for us to split revenue without sending money via Western Union or Paypal...we won't be making much money and Western Union and Paypal fee would make the revenue split even less money.

I would suggest opening it in your name and adding him after it's already open, but this is an easy way to get in a lot of trouble. I wouldn't even think about it considering all of the watch lists you'll get on with DHS.

Eh, don't be paranoia in regards to HLS. As long as your friend isn't on the OFAC list, you should be fine.
