Is there any software that will turn off fans?

I am trying to find out what is making noise in my comp, so I want to do this. I don't think that the computer would overheat because I'd only have them off for a few seconds. If there is a way to do it in the BIOS, that is fine also.
 
That program freezes my computer when I run it, when it says "Scanning SMBus". Anything else I can use?
