Is there any reason why I can't connect to this ftp server?

i can ping it just fine. but when i use cuteftp to connect, it just says "can't connect, waiting to try again". the odd thing, is that i was able to connect earlier today, but then abruptly got disconnected. when i try to connect from dos, i get "connection refused". a friend of mine (on a different isp) can connect, but getse the message "too many users, try again later". but i can't even connect to see that message. why does this happen?

well...maybe they changed the port number. or else they took the service down. but if you hammered...you might be off limits to the ftp server for as long as the admin set up the policy for. few hours...days...forever.
