Dammit, hate it when you click a link, and it opens in the wrong damn window, and then the frickin browser doesn't save the form data. To retype this now....

If you don't have full VOB's, get DVD Decrypter.

Under its Tools menu, select Settings.
Go to the IFO Mode tab.
Under Options, set file splitting to None, and check everything underneath it.
Click OK.

Under the Mode menu, select IFO mode. Now you can rip by chapter.

Next, get DGMPGDec.
Click File -> Open. Find the VOB file you want the audio from.
Select it, click Open. Another window comes up then - click OK.

Next, select the Audio menu, then Output Method.
Change it to Decode to WAV.
You might want to fiddle with the Dolby audio decode too. I have the Dolby Surround Downmix checked, and the Dynamic Range control to Normal. I also have Normalize checked.
Next, click File -> Save Project. Give it a name, and click Save. This will prepare the project for further editing with some program I've never used, but it will also write the WAV file to the drive. You may then edit the WAV file as you please.
