Is there an image resizer for WinME like the one for WinXP

Parents are still using Windows Me and I want an image resizer as easy as the image resizer for Windows XP. Does it exist?

Try Ifranview http://www.irfanview.com/ does many things besides resize, and is tiny , standalone, and runs on win98/me/xp.
