out there that will ping my connection and see if i have 3g/4g connectivity and record a yes/no to a file along with my GPS location + date and time?
 
Fing - for LAN/WAN TCP/IP networks
Speedtest - also can run on TCP/IP, but can measure mobile data connection speeds also

Fing also is a network discovery tool, and can uncover all nodes/routers on a wifi subnet.

This sounds like an interesting idea, track where you have 3G/4G signal and what at what strength.
