Speedtest - also can run on TCP/IP, but can measure mobile data connection speeds also

Fing also is a network discovery tool, and can uncover all nodes/routers on a wifi subnet.

no my friend wants to make note of all the times his phone does not have any 3g connection at all when people standing around him using the same phone on the same network do

This sounds like an interesting idea, track where you have 3G/4G signal and what at what strength.
