Is there a way to write to a cd...

Where the large chunks of data or files that needed to be read at a certain speed would be placed at that part of the cd? Like for example the large file that needs to be read at say a minimum of 24X would be placed say starting from half way down the disc so that it could be read at that minimum speed? Because if one wanted to play back video from a disc and it had a high enough bitrate that made it require say 24X reading speed, you'd need to position the file appropriately so that it could be read at a minium of 24x speed. I know you'd need to do this since I've got a 52X drive and when reading from the beginning it starts off at only 12x...
