It could still be bad even if you dont see burn marks. Can you try putting it into the other mobo? Thats the best way. If it does boot up, then you know the CPU is fine and its most likely the mobo.

Burn marks on the CPU, on/around the socket, heatsink, doesn't POST, etc

I think your cpu can tolerate for a few min without the fan turned on. if you smell a bad fume like some rubber burning, then yes it is fried.

is the new fan plugged into the mobo CPU fan header or elsewhere? Some mobos wont boot if there's no fan plugged in - even though some of these work with a non-working fan plugged in

Yep, they actually smell burned. I just burned one up an Athlon XP2100 Palomino Core that I just purchased on ebay for $55 shipped. Not a big deal just time consuming since I have to buy another now. The HS Fan I used apparently wasnt good enough. Burned up in about 15 seconds! Mobo wasnt harmed I noticed really fast something was wrong but not fast enough. I was surprised how fast it burned. You can smell it cooking.

Fried in 15 seconds with any sort of heatsink (bar ramsinks or something) is somewhat surprising tbh, sure the heatsink was installed properly and not resting on the ledge of the socket, keeping most of it off the die?
