is there a way to redirect someone to one webpage when they enter a url for another?

actually, what i'd like to be able to do is this: a person types a url in his computer. when he tries to access that site, he gets automatically directed to another page. however, the page he gets redirected to is hosted locally, on his computer. possible?
 
editing the hosts file would probably be the easiest, though you can also use a forwarding service from the domain registrar (I know godaddy offers this for free)
 
this is with xp. how would i edit the hosts file? or create a default.asp? and how does the forwarding service from the domain registrar work?
