How would the person you are calling in the US pay anything extra? Its an incoming call. The phone company doesnt care where the call comes from.
YOU pay the international rate. The receiver doesnt pay anything.
If I call someone in India from the US,
I pay for the international long distance charge, NOT them. Same thing applies vice versa.
How would a Phone company even charge that? Imagine how many people could get screwed over if this actually existed. I could just go to England and keep calling someone I hate just to jack up their phone bill? Come on!
