Is there a way to limit UPLOAD speed?

I have an office with several pc's and a RT 311 router. The ISP is @home and the connection is 3Mbps down, 128 kbps up. The problem is you NEED 64kbps UP in order to DOWNLOAD a full 3Mbps. If someone is using FTP or sending a large attachment in MS Outlook, practically all of the 128 kbps upstream bandwidth is used so the download speeds to other workstations suffer tremendously. If I could limit the workstations maximum upload bandwidth to say 96 kbps, this would leave enough upstream to allow a decent (1+ Mbps) download as 32 kbps upstream is required to download at 1.5 Mbps.

It's easy to limit download speed by modifying the computer's receive window and MTU. How about upload speed? Any TCP/IP experts here?
