It all depends on the provider as they all have different systems for voicemail.

call the main voicemail number, then input their phone number. Botch the password a few times and you'll be dumped into their box/greeting.

I think you can dial 1-805-MES-SAGE (1-805-637-7243) from a land line and then it will instruct you to put in the number of the voicemail.

It all depends on their service company, and region. There's no one-size-fits-all answer.

with Verizon, I can call in to my voicemail, and send a voicemail to someone else. it's time-consuming, though. I do with there was a way to call straight to someone's voicemail.
