I have W7 and Vista installed and W7 is on top and Vista is second and I want Vista to be my first choice as I use it more cus sometimes I'll walk away and come back and W7 will be loaded up after the time runs out. Is there any way to change the order of the OS in BIOS boot-up???

The BIOS can change the order of the drives (which might confuse Windows) but the menu presented is done by a bootloader after the BIOS is done so you have to change it there.

Depends on bios. Some have a boot menu that you can access before the HD boots.
Or you can use a usb stick to store the boot info and boot from that which then sets up the hard drives for the OS you want. I like this method since every OS thinks it has a default install. It is also easy to fix should an OS screw up the boot info .
