Is there a way to "cap" my own internet connection?

My brother was uploading some childish Escaflowne anime (300MB) to our friend at an average of 39KB/sec. I was playing CS. His upload caused huge spikes during my gameplay and resulted me with a 1:1 kills/death ratio aside from my usual 1.5:1 ratio.

I'd like to cap his connection, we're using a router/switch combo now
 
There's no hardware way to do it, so it would have to be a software setting. The best I could come up with would be to run one of those DUN (dialup networking) tweaks and set his computer up using settings for, say, a 56k modem. I've heard optimizing a computer for dialup modems if they use broadband will hurt performance(on his computer, which should help yours). Hopefully it'll help.

you can use the speed tweaks from dslreports.com and change the tcp packets to something REALLY small and then testing the speed. btw, you are evil 😛
 
GetRight can't upload. Find out what program he's using to upload and see if it has a speed limit setting. Most likely it doesn't, and you'll want to slow down his connection speed, either using TweakDUN, or manually modifying the registry as detailed on dslreports.com
 
Hmm... I don't want to set it low all the time, only when i need to. Oh well, guess theres no way to do it, thanks for the help guys
