Is there a program/application that can be run during boot-up to determine if a workstation on the network is running the latest virus definitions for Norton?

not sure but dameware might have this feature

Have the checker look at the server where the updates are held.

Standard Norton method to check for updates, however a different address/location.

I have seen this done on many corporate networks.
