Is there a program that will let me watch movies that are

.bin files are for CDs. I don't believe they have been made for DVDs.

You have two options: load the .cue file into your burning program & watch off CD, or use Alchohol 120%, or better yet, the free Daemon Tools to mount it as a virtual drive & watch it from there.

.bin files are an exact image of a CD BTW.

Use something like Daemon Tools (freeware) or Alcohol 120% (shareware) to mount them on a virtual drive and run them as you normally would.
Not sure of any software which will play cues/bins directly, but I expect there are some.

Mount the image with Daemon Tools or open the .bin with VLC.

I forget to mention you can also use VCDGear to convert the .bin to an .mpeg

I just tried using it. It creates a CD1 File?? I've never used this program so I'm not sure if I'm doing it correctly.

preaty sure Windows media player can play bins. i had a couple VCD's just dropped the bin file into it and played fine.

I haven't used VCDGear for a while, but if you load the .cue file into the program & select the conversion type you want (you have to specify which filetype you want it converted to), it should work perfectly.

But really, it's easiest to just install Daemon Tools & mount the .image.
Then play with your fave media player.
