Is there a program out there that can show how good og graphics your card can produce? or a program that automatically shows what settings to use on games? I know most games auto configure but i usually end yup changeing my self cause there to low
 
Your card can produce anything via various means, so that would be a false. You can view the capabilities (shader model 3.0, etc) however. I believe Everest can show that, or utilities in the DirectX SDK.

Games contain different engines with different efficiencies so it's virtually impossible for the same settings to be optimal for each one. How is it supposed to know what settings you want?
 
That is what the 'auto settings' in the games do, however you say they come out too low for your taste. The software can't know your tastes (additionally there's no way to change the auto detection for any games I know of). You can look up tweak configs for various games.
 
Well a card can technically render incredible graphics... I'm talking CGI, like Shrek here, with the proper amount of time and development, one could have a card render Shrek, sure it may render it a frame every 10 minutes, but it WILL render Shrek flawlessly, see where I am getting at?

More powerful cards are not so much about being able to produce high quality graphics because all cards, its about being able to do so at the speed to be acceptable to play a game and apply filters to it.
 
Download 3DMark06 and crank the graphics. Get RivaTuner and enable 16xAA, disable all optimizations, go to town with it.
