is there a program I could use to underclock my onboard laptop video to try to keep it cooler?

onboard? i'm not sure. is it discrete graphics (ATI or an Nvidia chip) or is it something like Intel 950GMA? if it's the latter, i doubt it. however, if you have discrete graphics, then you could use rivatuner to do it.
