Change the hosts file so that is redirects them to a 404 error for bad sites and they think they just went offline.
 
Below is the Microsoft C# way of doing it. If it doenst suit you, you can translate into your preferred coding language if you wish.

It's a bit like telling a drunk that they should get thier drinking under control. when people act compulsively, reason doesn't enter into it.
 
Put them on a non-admin account, burn the admin password, force Windows Update installations and restarts, and create a Software Restriction Policy if they're using XP Pro/Vista Business/Ultimate. They won't be able to do a damn thing. The only downside is they won't be able to update flash, which will eventually fuck them over.

It tries to download while the page is loading. If you don't have anything to catch it, odds are you have it.
 
Meh Find who is doing it. And talk to them personally about the free sites 🙂 or you will have to tell whoever owns or uses the comp the problem
