No. Except one says "Ultra" in front of it and is therefore better from a marketing point of view. Otherwise they are the same.

same thing...someone will probably post something like "it doesn't matter, its not like ide drives can reach that. They can barely even reach ata66."

Yup big difference. There are 5 letters difference in fact, a U, an L, a T, an R and an A. Functionally they are the same though.
