7. room for 3 fans maybe with filters
8. Have enough room for a clumbsy person to work on

This is probably the closest you will get. You'll have to mount the front USB and other extra jacks. This case is probably the closest. Your not going to be able to get ALL of that for less than $200, but I thought I would show you that since you were looking for a tooless tower.
